边防、海防和空防,是国家为保卫领陆、内水、领海、领空的安全而进行的防卫和管理活动。它对于保障国家的领土主权和海洋权益。促进边境和沿海地区的社会稳定和经济建设,发展同周边国家的睦邻友好关系,都具有十分重要的意义。由于边防、海防和空防是和平时期国防活动的主要内容,因此《国防法》将其列为专章,对边防、海防、空防的任务和地位,防卫和管理体制,以及设施建设和保护等事项作出了基本规定。
