冯立中先生出生于香港，在加拿大的 Ｂｉｒｃｈｍｏｕｎｔ Ｐａｒｋ学院接受了中等教育。１９７３年，他进入多伦多大学，主修工业管理工程专业。在大学里他积极地参加体育运动和课外活动，并且连任两届中国工科学生会会长（１９７５／６和１９７６／７学期）。１９７７年他毕业于此并取得学士学位。 在冯先生的职业生涯中，他曾作为高级执行官员服务于加拿大政府和多家国际集团企业，像ＭｃＤｏｎｎｅｌｌ Ｄｏｕｇｌａｓ Ａｉｒｃｒａｆｔ（加拿大）有限公司、Ｃａｂｌｅ＆Ｗｉｒｅｌｅｓｓ（香港）有限公司和Ｄａｔａ Ｇｅｎｅｒａｌ公司。 １９９２年，他加入香港标准及检定中心，并担任行政总裁职务至今。 冯先生拥有名誉哲学博士和工程学（工业管理工程）学士学位。同时还是加拿大注册专业工程师、美国工业工程师协会会员、英国采购协会会员、英国厂务工程师协会会员、英国品质保证协会会员、英国生产工程师协会会员。
Born in Hong Kong, Mr Fung Lik Chung received secondary education at Birchmount Park College in Canada. In 1973, he entered the University of Toronto with a degree in industrial management engineering. He actively participated in sports and extracurricular activities at university, and was re-elected as president of two Chinese Engineering Students’ Association (1975/6 and 1976/7 semesters). He graduated in 1977 with a bachelor’s degree. During his career, Mr Fung served as a senior executive with the Canadian government and a number of international conglomerates such as McDonnell Douglas Aircraft (Canada) Ltd., Cable & Wireless (Hong Kong) Ltd. and Data General Corporation. In 1992, he joined the Hong Kong Standards and Accreditation Center and has held the post of Chief Executive Officer so far. Mr. Fung holds a Ph.D. in Honorary Doctorate and a Bachelor of Engineering (Industrial Management Engineering) degree. Canada is also registered professional engineers, the American Institute of Industrial Engineers, the British Procurement Association, the British Association of Factory Engineers, the British Association for Quality Assurance, the British Association of Production Engineers.
