最近几年,我国工程质量总体水平虽有提高,但是质量问题仍然不少。仅去年以来,由于工程质量低劣,倒塌事故时有发生,给国家财产和人民生命安全造成了严重损失。据有关部门不完全统计,1994年,共发生工程倒塌事故18起,死亡57人,重伤75人,其中死亡3人以上的恶性事故有8起。如2月11日,湖南省道县仙子脚区桥头乡石牌楼村活动室工程(系旧庙改造工程)刚竣工交付使用不到十天突然倒塌,当时室内正在放映电影,造成5人死亡,16人重伤。又如6月4日,深圳市龙岗区龙岗镇盛市协成塑料五金厂在建的五层(局部六层)钢筋混凝土框架宿舍楼整体倒塌,造成11人死亡,8人重伤。今年上半年,又连续发生倒塌事故3起,死亡13人,重伤5人。如4月6日,江西义安县一幢七层砖混结构住宅楼,正在浇筑七层楼面混凝土时,突然整体倒塌,造成6人死亡,3人重伤。这些事故的发生,在社会上造成了极为恶劣的影响。
In recent years, although the overall level of China’s engineering quality has improved, quality problems remain. Since last year alone, due to the poor quality of the project, collapse accidents have occurred from time to time, causing serious losses to the national property and people’s lives. According to incomplete statistics from related departments, in 1994, there were a total of 18 project collapses, 57 deaths and 75 serious injuries, of which 8 were fatal accidents with more than 3 deaths. For example, on February 11th, the activity room project of Shipuilou Village (the old temple renovation project) of Xiantou District, Xianzizu District, Hunan Province, was completed and was suddenly collapsed within ten days. At that time, a movie was being filmed in the room and killed five people. 16 people were seriously injured. Another example is that on June 4, the five-storey (local six-story) reinforced concrete frame dormitory under construction at Shengcheng Xiecheng Plastic Hardware Factory, Longgang Town, Longgang District, Shenzhen collapsed, causing 11 deaths and 8 serious injuries. In the first half of this year, there were three consecutive accidents of collapse, 13 deaths and 5 serious injuries. For example, on April 6th, a seven-story brick-concrete residential building in Ngai County, Jiangxi Province, was being poured on a concrete floor of seven floors and suddenly collapsed, causing six deaths and three serious injuries. The occurrence of these accidents has caused extremely bad influence in society.
