介绍了技术预见研究活动的起步,分析了国内外技术预见研究的现状,指出了加强自主创新能力是我国信息通信产业面临的重大课题,认为当前我国通信企业正面临着前所未有的科技竞争压力。为了赢得竞争,重要的课题就是要提升自主创新能力,而要提升自主创新能力。就要开展技术预见,使其成为我国自主创新战略的一个重要组成部分。通过技术预见和比较,充分认识和把握信息通信技术发展过程中面临的主要问题和差距,有针对性地制定科技发展规划,优化科技资源配置,推进国家信息产业创新体系的建设,这对于我国通信产业的发展具有重要的战略意义。
This paper introduces the start of the research on technology foresight, analyzes the current situation of the research on technology foresight at home and abroad, and points out that strengthening the capability of independent innovation is a major issue for the information and communication industry in our country. It is believed that China ’s telecommunications industry is under unprecedented pressure of science and technology competition. In order to win the competition, an important issue is to enhance the capability of independent innovation, but to enhance the capability of independent innovation. It is necessary to carry out technical foresight so that it will become an important part of China’s independent innovation strategy. Through technology foresight and comparison, we should fully understand and grasp the main problems and gaps in the development of ICTs, formulate scientific and technological development plans, optimize the allocation of science and technology resources, and promote the construction of a national information industry innovation system.
