通过对已有研究的综合分析和整理,我们将前人对人才的定义概括为:唯学历职位人才观、精英人才观和创造性人才观。这些人才观比较注重形式,将“人才”限制在一个较小的范围,导致在实践工作中落实难,不利于人力资源开发工作的进行。因此,基于人力资源开发视角,以“以人为本”的科学发展观为指导,提出了一种大众的、普惠的、平等的、动态的人才观,强调“人人都可以是人才”。
Through the comprehensive analysis and sorting of the existing research, we summarize the predecessors' definition of talents as follows: Only the qualifications of academic qualifications, elite talents and creative talents. These talented concepts pay more attention to forms and limit “talents” to a smaller scope, resulting in difficulties in implementing practical work and not conducive to the development of human resources. Therefore, based on the perspective of human resources development, guided by the scientific concept of development of “people-oriented”, we propose a popular, inclusive, equal and dynamic view of human resources, emphasizing that “everyone can be a talent ”.
