1999年11月15日，中美关于中国加入“WTO”双边协议的正式签定意味着中国加入“WTO”已是指日可待。中国加入WTO权利是：享受多边的、无条件的，稳定的最惠国待遇；利用WTO的特设机构和程序解决贸易纠纷，获得在多边贸易组织里的发言权。义务是：削减进口关税，逐步取消非关税
On November 15, 1999, the formal signing of the bilateral agreement on China’s accession to the WTO by China and the United States means that it is just around the corner that China should join the WTO. China’s accession to the WTO entitles it to enjoy multilateral, unconditional and stable MFN status. It also uses WTO’s special agencies and procedures to resolve trade disputes and gain a say in multilateral trade organizations. Obligations are: to cut import tariffs and gradually eliminate non-tariffs
