政府对外传播的两种表现形态就是政府(外交)行为和解释政府(外交)行为。即政府对外传播,既是一种政府行为,又是一种传播行为。政府对外传播形成的舆论是多元的,但影响政府对外传播效果的不外乎有两种:正向国际舆论和负向国际舆论。前者推动国家利益的实现,后者阻碍国家利益的实现。消解、稀释、扭转国际负向舆论,也是政府对外传播的题中应有之义。
The two manifestations of government external communication are government (diplomatic) conduct and interpretation of government (diplomatic) conduct. That is, the government’s external communication is both a government act and a communication act. The public opinion formed by the government’s external communication is pluralistic, but there are no more than two kinds of public opinions that affect the government’s external communication: positive international public opinion and negative international public opinion. The former promotes the realization of national interests, the latter impedes the realization of national interests. Digestion, dilution, reverse the international negative public opinion, but also the government’s external communication should have its own meaning.
