花之安生活在清朝后期,第二次鸦片战争后来到中国,根据其对中国社会状况的分析,就如何救济穷民、赡养老人和抚教孤子等多领域提出了自己的看法。应该说,他的这种思想对当时的中国政治阶层和知识阶层就如何实现救国图强具有很大的启示,但由于本人的生活经历及职业所限,一些观点仍值得商榷甚至说是一种不适合中国社会的空想。
