国家档案局新颁发的《档案馆工作通则》第四章第二十二条规定:“档案馆应积极开展档案史料的研究和编纂工作,根据需要编辑档案文件汇集和其它参考资料,经领导人批准可公布档案文件。”这条规定和《通则》中的其它规定一样,是吸收了一九六○年发布的《省档案馆工作通则》和《县档案馆工作通则》的主要思想,特别是总结了党的三中全会以来档案工作的实践经验,而提出来的,是科学的。实践证明,积极开展编研工作,是档案馆主动地为社会提供利用的一个重要途径,也是保护档案原件的一种有效方法。四化建设事业的进展,使越来越多的利用者涌进了档案馆,而档案原件一般都只有一本。我们
