信访制度担负着消解信访矛盾、维护社会稳定的重要使命。近年来,信访制度改革呈现出“内卷化”的演进趋势,以资源输入为主要改革方式、条块结构细密化、制度运行压力化和制度功能锁定。其演进机理是,路径依赖与制度改革惯性,维稳目标与经济倾斜发展的内在张力,科层法治与简约治理的名实悖离。应渐进式地弱化信访的权利救济功能,在保障其安全阀效果的同时强化其疏导功能,以更好地将社会矛盾置于可以控制的状态。
The system of letters and visits carries the important mission of resolving the contradictions between letters and visits and maintaining social stability. In recent years, the reform of the petition system has shown an evolutionary trend of “encroachment”, with the input of resources as the main reform method, the fragmentation of the fragmentary structure, the pressure of system operation and the locking of system functions. Its evolution mechanism is the intrinsic tension between the path dependence and the institutional reform inertia, the goal of maintaining stability and the development of economic tilt, and the fact that the rule of law at the bureaucracy is contradicted with the name of simple governance. We should gradually weaken the right relief function of letters and visits, strengthen its diversionary functions while guaranteeing the effect of safety valves so as to better place social conflicts in a state of control.
