党的十五大从我国社会主义初级阶段的实际情况出发,强调了调整和完善所有制结构的重要性。明确指出,继续调整和完善所有制结构,进一步解放和发展生产力,是经济体制改革的重大任务。我们认为,完成这一任务的关键是要充分发挥财政分配的调控作用。因为财政分配作为生产要素的分配,直接影响着国有经济的发展速度、产业结构和地区分布结构;作为生产成果的分配,直接影响着不同所有制形式的发展后劲,进而影响着所有制结构的调整。因此,财政要转变职能,充分发挥宏观调控作用,积极参与所有制结构的完善,国有经济结构的调整。一、进一步解放思想,树立“国有经济是发展
The 15th National Congress of the CPC sets out from the actual situation in the initial stage of our socialism and emphasizes the importance of adjusting and perfecting the ownership structure. Clearly pointed out: Continuing to readjust and perfect the ownership structure and further emancipate and develop the productive forces are major tasks in the economic restructuring. In our opinion, the key to accomplish this task is to give full play to the regulatory role of fiscal distribution. Because the distribution of fiscal distribution as a factor of production directly affects the speed of development of state-owned economy, industrial structure and regional distribution structure; as the distribution of productive achievements, it directly affects the development potential of different forms of ownership and thus the adjustment of ownership structure. Therefore, finance should change its functions, give full play to its role of macro-control and actively participate in the improvement of the ownership structure and the readjustment of the state-owned economy.
