滕代远出任八路军驻疆代表后,几次与盛世才联络、交涉,争取盛世才支援抗战正在莫斯科学习的滕代远,根据共产国际的指示,前去新疆,建立共产国际与我党的联系。滕代远从莫斯科动身,经阿拉木图秘密进入新疆,抵达迪化(今乌鲁木齐),住了一个多月,始终未能在约定地点见到我党派来与他接头的邓发,只得返回苏联。1936年10月中旬,党中央命在莫斯科的陈云和滕代远赴新疆迎接西路军进疆。与此同时,共产国际和苏联答应提供武器弹药装备进疆的西路军。
After Teng Daiyuan became the representative of the Eighth Route Army in Xinjiang, he contacted and negotiated with Sheng Shih-tse several times to support the entire world in supporting Teng Dai-yuan, who was studying in Moscow. He went to Xinjiang and set up contacts with the Communist Party of China on the instructions of the Comintern. Teng Daiyuan left Moscow from Almaty after he entered the country secretly and arrived in Dihua (now Urumqi). After more than a month of living, Deng Daoyuan failed to meet with my party in the agreed venue to send him to Deng Fa and returned to the Soviet Union. In mid-October 1936, the CPC Central Committee ordered Chen Yun and Teng Dai in Moscow to go to Xinjiang to welcome the West Army into Xinjiang. In the meantime, the Comintern and the Soviet Union promised to provide weapons and ammunition to Xinjiang’s Western Route Army.
