随着海洋经济的快速发展,宁波无居民海岛开发利用的深度和广度进一步加大,相关政策的作用开始凸显,但仍然存在审批环节过多、缺少管理细则和评价体系、管理政策不尽科学等问题。对此必须构建包括审批管理、海岛利用、财政税收、金融融资和环境保护在内的一揽子无居民海岛开发保护的政策体系,推动宁波海洋经济的可持续发展。
With the rapid development of the marine economy, the depth and breadth of the development and utilization of the uninhabited islands in Ningbo have further increased, and the role of relevant policies has begun to emerge. However, there are still too many areas for approval, lack of management rules and evaluation systems, and unscientific management policies problem. To this end, we must construct a policy system for the development and protection of a package of uninhabited islands, including approval and management, island utilization, fiscal revenue, financial financing and environmental protection, and promote the sustainable development of Ningbo’s marine economy.
