铁路在我国综合运输体系中具有十分重要的战略地位,不仅在历史上是我国客货运输的主力,而且在步入新世纪后依然是我国综合交通的骨干运输方式。八届人大四次会议通过的我国国民经济和社会发展“九五”计划和2010年远景目标纲要中,明确提出了跨世纪交通建设的总方针,即:“以增加铁路运输能力为重点,加快综合运输体系的建设,形成若干条通过能力强的东西向、南北向大通道”。铁路作为综合交通发展的重点,更为在新世纪加快其建设提供了良好的机遇。因此,在新世纪加快我国铁路建设不仅有其必要性,而且更需以“适度超前”
The railway has a very important strategic position in China’s comprehensive transport system. It not only has historically been the mainstay of China’s passenger and freight transport, but it is still the backbone transport mode of China’s comprehensive transport after it enters the new century. In the Outline of the Ninth Five-Year Plan for National Economic and Social Development and the Long-term Vision for 2010 adopted by the Fourth Session of the Eighth National People’s Congress, the general guideline for cross-century transport construction is clearly set out as follows: “With the emphasis on increasing rail transport capacity, speeding up Comprehensive transport system construction, the formation of a number of strong through the east-west, north-south to the major thoroughfare. ” As the focus of comprehensive traffic development, the railway provides a good opportunity for accelerating its construction in the new century. Therefore, accelerating the railway construction in our country in the new century not only has its necessity, but also needs to be “modestly advanced”
