主送机关:各委、厅、院、署、行、局:抄送机关:各专员、市、县长:查本省直属机关在过去所出版的内部刊物,存在着严重混乱现象,主要原因由于没有严格的管理与审查,因而造成政治上的损失及人力物力的浪费。为了纠正过去混乱自流现象,促使内部刊物起到应有的作用,根据政务院1951年六月八日公布的保守国家机密暂行条例第十二条与中南军政委员会1951年八月六日发布的关于统一与整理直属机关出版刊物决定的精神,特作如下规定:
