财政转移支付是高等院校获得财政支持的重要途径,是发展高等教育的经费保证,也是落实党的十八大精神的具体体现。当前,我国在财政分权政策下,中西部欠发达地区高等教育财政投入非常有限,高等教育成果溢出效应比较明显,在一定时期内随着区域经济的优势发展,二者之间的矛盾将更加突出,将严重影响这一地区地方高等教育的长足发展,势必出现穷省办大教育的现象。为此,本文将列举出我国高等教育财政转移支付的现状,认真分析其不足和原因,以便下一步更好地寻求解决措施。
