公民身份理论以平等和公平为价值取向,侧重于对社会权利的论证,对社会保障制度的研究很有意义。文章以公民身份为理论切入点,首先剖析了公民身份的发展渊源及内涵,指出公民身份对低保制度的要求,在此基础上分析了我国现行低保制度发展中存在的问题,阐述了其中公民身份缺失的表现及影响,提出应该围绕价值取向、制度建设以及政治参与等三个方面对低保制度进行完善。
The theory of citizenship takes the equality and fairness as the value orientation and focuses on the demonstration of social rights. The research on the social security system is of great significance. Based on the citizenship status as the theoretical starting point, the article first analyzes the origin and connotation of the development of citizenship status, and points out the requirements of citizenship on the minimum living security system. Based on the analysis, the existing problems in the current development of China’s subsistence allowance system are analyzed. The performance and impact of the lack of citizenship, proposed that the system of subsistence allowances should be perfected in three aspects: value orientation, system construction and political participation.
