所谓政党制度,是指一个国家的各政党在争取对于国家政权的支配时逐渐形成的一种权力和地位划分及其相互关系的模式,以及行使国家权力和干预政治的活动方式、规划和程序。政党制度是一个国家政治制度的重要核心部分。我国实行的是中国共产党领导的多党合作的政党制度,这种具有中国特色的政党制度,是马克思主义政党学说在中国的新发展、新创造。它经历了半个世纪风风雨雨的考验,显示出了巨大的生命力,而走向21世纪的我国政党制度必将写出更加光辉灿烂的篇章。因此,探讨我国政党制度在新时期的特征和作用,是具有重要意义的。
The so-called political party system refers to a pattern of power and status division and its inter-relationship gradually formed by the political parties in a country when it strives for the domination of the state power, as well as the modes of activities, plans and procedures for exercising state power and intervening in politics. The party system is an important core part of a country’s political system. Our country implements the party system of multi-party cooperation under the leadership of the CPC. This system of party with Chinese characteristics is a new development and creation of Marxist party theory in China. It has experienced a half-century ups and downs of the test, showing tremendous vitality, and towards the 21st century, our party system will surely write a more brilliant chapter. Therefore, it is of great significance to explore the characteristics and functions of our party system in the new period.
