进入2015年后,受到国家宏观经济增速放缓与社会经济转型的双重发展影响,国家煤炭需求持续走低,煤炭行业亏损规模不断扩大,诸如内蒙古、陕西等地的煤炭产量对整个市场的影响已经达到一定程度。在这种状况下,煤炭企业若想生存求发展,就必须考虑降低人工成本,实施劳动定员定额管理机制,这也是在面对现实严峻形势而不得已为之的必要策略。我矿就此状况认真落实了两级公司的相关工作部署,坚持“形势下行、工作上行”的总体思路,就劳动定额定员管理与减人提效两项工作实施全面提升,希望在煤炭产量不减、人员未增加的大前提下顺利完成减员增效目标。就此,本文也将提出关于这一问题的几点相关思考。
