设备档案在建立、归纳、积累、形成、利用的过程中,除设备档案管理者本身外,还与设备档案的相关因素(如企业各有关职能部门、设备管理者、技术人员、维修工、操作者、企业领导者乃至设备制造厂)有着千丝万缕的联系。这些相关因素的活动,能对设备档案的完整性产生直接或间接的影响,建立并处理好它们之间的关系,发挥相关因素对档案完整的积极作用,是很有必要的。 从设备档案的特点及其形成过程来看,可以把诸多相关因素归纳为决策网络和利用网络。所谓决策网络,是指参与设备购置、选型、论证、批复、计划等决策的所有部门与人,也包括作为档案使用者的部分决策网络;利用网络则指参与设备从安装、调试、运转、维修、保养、改造、更新直至报废整个过程的部门与人。由此可见,决策网络与利用网络相互渗透交叉,都与设备档案的完整性密切相关。

The department and the people who repair, maintain, modify, update, and scrap the entire process. It can be seen that the interdependence between the decision network and the utilization network is closely related to the integrity of the equipment file.
