从定性的角度考虑,村干部的报酬标准,不是一个凝固点,而是一个范围,这个范围的下限是当地劳动力的平均收入,上限是当地高收入阶层——能工巧匠的平均收入。笔者之所以提出这样一个报酬标准,是基于以下四条理由。理由之一:新时期村干部工作面宽量大,支付的劳动量接近于脱产干部的工作量。现阶段一般三职村干部(村支书、村主任、村会计)的月工作日都在二十天左右,出勤率已经接近国家干部的工作水平。他们具体承担着乡镇下达的十多项指标任务;有时还要搞
From a qualitative point of view, the remuneration standard of village cadres is not a freezing point, but a range. The lower limit of this range is the average income of the local labor force. The upper limit is the average income of the local high-income earners - skilled workers. The reason why I propose such a reward standard is based on the following four reasons.
