外国政府贷款是由财政部代表政府作为借款人向外国政府举借的主权债务,政府既是外国政府贷款的对外借款窗口,又是债务的管理者。近几年,我国所借的外国政府贷款规模逐渐扩大,贷款在使用和偿还方面的问题日益突出,加强对债务的管理已成为政府管理部门的一项重要任务。然而,借用外国政府贷款涉及面广,环节多,使用程序复杂,政府对债务的管理不可能事无巨细、面面俱到,只能通过制定管理制度
Foreign government loans are sovereign debt borrowed by the Ministry of Finance on behalf of the government as a borrower to foreign governments. The government is both an external loan window for foreign government loans and a debt manager. In recent years, the borrowing scale borrowed by our country’s foreign governments has gradually expanded. The problems in the use and repayment of loans have become increasingly prominent. Strengthening the management of debts has become an important task of government departments. However, borrowing loans from foreign governments involves many aspects and links, and the procedures are complicated.
