路网建设是关系到国计民生的大事,对政治、经济、战备、人民生活有着重大的意义,但最基本的依据还是运量。在有一定运量的地区如工业区、矿山、商业区、旅游区、人口密集区等需要建新线,既有线能力不足的就需要进行改造,铁路是服务于运量的。但反过来,没有哪一个投资者不考虑开发地区的交通条件的。所以铁路建设也不能单纯把运量作为依据。我国有相当一部分地区是在先有了铁路之后才发展起来的,如长春、郑州、石家庄、株洲、宝鸡、怀化等。这种现象可以称为“铁路发展效应”。因此,在路网规划中也应特别注意那些有可能形成新的铁路枢纽的地区,为其将来的发展创造良好的条件。
The construction of the road network is a major event that concerns the national economy and the people’s livelihood. It is of great significance to the political, economic, combat readiness and people’s livelihood. However, the most basic basis is the traffic volume. In certain areas of traffic such as industrial areas, mines, commercial areas, tourist areas, densely populated areas need to build a new line, the existing line capacity is not enough to be transformed, the railway is to serve the traffic. But in turn, no one investor does not consider the traffic conditions in developing areas. Therefore, railway construction can not simply rely on traffic. A considerable part of our country was developed after the railway was first developed, such as Changchun, Zhengzhou, Shijiazhuang, Zhuzhou, Baoji and Huaihua. This phenomenon can be called “railway development effect.” Therefore, special attention should also be paid in the road network planning to those areas that may form a new railway hub and create favorable conditions for their future development.
