山西省的产业结构,从总体上讲,既符合国家关于地域和产业分工的要求,又具有建立在资源基础上的比较经济优势.但是由于多种因素的制约,内部产业之间的矛盾十分突出.表现在产业结构、产品结构和企业组织结构三个不同的层次上,主要是产业间关联程度低,互补能力差;产品结构单一,创造附加值能力小;企业规模水平相对偏低,整体竞争能力不高.特别在目前价格扭曲、市场发育缓慢、流通滞后的条件下,更加激化了这种矛盾.因此综合运用各种经济杠杆,从不同层面推进资源和生产要素配置的最大优化,将是近期乃至较长一个时期山西省经济工作的重要目标.本文仅从价格的角度就此问题提些建议.
