依据500农户问卷调查,分析了农户对集体林权制度改革配套政策满意度和需求度,明确了云南省集体林权制度改革配套政策的问题及其原因,农户林木采伐指标申请仍有困难,手续麻烦是主因。提出对策包括:完善森林采伐管理制度,放宽农户林木采伐经营约束;建立林业科技服务推广体系,提升农户营林技术;优化林权抵押贷款设计,化解农户林业融资瓶颈;建立政策性森林保险制度体系,降低农户经营风险;促进林业合作经济组织发展,破解农户小生产与大市场矛盾;构建林地流转保障体系,为农户林地流转保驾护航。
Based on the questionnaire survey of 500 households, the paper analyzes the satisfaction and demand of farmers for the supporting policies of collective forest tenure reform, clarifies the problems and reasons of supporting policies for collective forest tenure reform in Yunnan Province, Trouble is the main reason. Proposed countermeasures include: improve the management system of forest harvesting, relax restrictions on farmers’ logging management; establish forestry science and technology service extension system to enhance farmers’ silviculture technology; optimize the design of forest property mortgage loan and solve the bottleneck of farmers’ forestry financing; establish a policy system of forest insurance , To reduce the operating risks of farmers; to promote the development of forestry cooperative economic organizations, crack the contradictions between small-scale farmers and large markets; and to establish a guarantee system for the transfer of forestland so as to escort farmers’ forestland.
