河南省水利工程较多的县和重要的大、中型水利工程都成立了水利派出所,一般县设立了专职公安特派员,全省水利公安干警达到600余人。这支水利公安队伍,在巩固水利建设成果,加强水利管理工作中起到了极为重要的作用。但是不少干警因系“半路出家”,缺乏公安、水利专业技术知识,经验不足,不能很好地适应以法治水工作的需要。为了巩固、加强以法治水工作,提高水利公安干警的业务水平,河南省水利系统在郑州警校举办了水利公安干警培训班.分批对全省水利公安干警进行集中培训。培
