海洋监察管理,是海洋行政主管部门及其海监机构和有关部门,为合理利用海洋资源,保护海洋环境,维护海上生产及其他各种利用海洋活动的秩序,保障国家及涉海公民、法人和其他组织的合法权益,依据宪法及有关海洋法律、法规和规章,运用行政权力对海洋开发利用活动所实施的监督管理。它既是海洋综合管理的组成部分,又是国家对海域实施有效管理、实现海洋综合管理目标与任务的基本保证。
