平衡增长与不平衡增长是经济发展理论的两种不同观点，这两种观点存在着共同的偏差，即将经济发展过分寄托于计划的安排，忽视了市场在经济发展过程中的基础作用，忽视了部门和地区在平衡增长与不平衡增长中所存在的有机联系。文章以中国的经济发展为例，对比了不同时期的地区和部门在平衡增长与不平衡增长中的不同表现，论证了市场机制的基础作用对经济发展的重要作用。
Balanced growth and unbalanced growth are two different viewpoints of economic development theory. There is a common bias between these two views. That is, they over-allocate their economic development to the planned arrangements. They neglect the basic role of the market in economic development and neglect Departments and regions in the balanced growth and imbalance in the growth of the organic link exists. Taking China’s economic development as an example, the article compares the performance of different regions and sectors in balanced growth and unbalanced growth and demonstrates the important role of market mechanism in economic development.
