为了加速我国数据通信及其增值业务的发展,更好地满足社会各界对数据通信的需求,辽宁省邮电管理局从1993年组建辽宁省公用数据通信网,并于次年初成立了“辽宁省数据通信局”。其职责是:负责全省数据通信业务的市场预测、信息分析、业务经营、设备维护、技术支撑和技术服务,具有全省数据通信工作的管理职能。
