随着全国改水进程推进,在供水保证的基础上,如何管好水、用好水已成为农村安全饮用水面临的迫切问题。文章从基层实践出发,提出农村安全饮用水立体蛛网管理模式,从县(区)政府、部门、乡镇与村三个层面,对各相关部门、村水务员等关键岗位人员职责进行明确,完善工作机制,实现多层面、多体系的农村安全饮用水监督网络,达到立体监管,并对该模式进行SWOT分析,为推广应用提供借鉴经验。
With the progress of water diversion throughout the country, on the basis of water supply assurance, how to manage water well and make good use of water has become an urgent issue facing rural safe drinking water. Based on the grassroots practice, this paper proposes a three-dimensional management model of safe drinking water in rural areas, and clarifies and perfects the responsibilities of officials in key posts such as relevant departments and village water conservancy from three levels of government (county), department, township and village Mechanism to achieve a multi-dimensional and multi-system network of rural drinking water safety supervision, to achieve three-dimensional regulation, and SWOT analysis of the model for the promotion and application of experience.
