为有效缓解塔里木监督站自身监督力量不足的问题,委派大庆油田工程质量监督站对塔里木油田塔中Ⅰ号凝析气田中古8-中古43区块地面工程项目实施异地监督。由于监督站与塔里木油田无人事隶属关系,对参与该产能建设工程项目各方责任主体的质量监督可不受相关方面的制约,更科学、更理性地作出判断并要求整改。质量监督工作环境的好坏直接影响到监督执行的效果。由于工作地点距离远,工作条件依托差,异地监督相关的监督成本也相应地增加。
In order to effectively alleviate the shortage of supervision power in Tarim monitoring station, Daqing Oilfield Project Quality Supervision Station was assigned to supervise the surface engineering of the Middle-8-Middle 43 block in Tarzan Ⅰ condensate gas field. Due to the unmanned affiliation between the monitoring station and the Tarim Oilfield, the quality supervision of all parties involved in the project of capacity-building can be judged more scientificly and rationally and required rectification without being restricted by the relevant aspects. Quality supervision work environment has a direct impact on the effectiveness of supervision and implementation. Due to the long distance between workplaces and the poor working conditions, the supervisory costs associated with off-site supervision also increased correspondingly.
