我国最低生活保障制度以宪法基本权利为依据并以宪法基本权利为支撑,其中又体现出宪法中重要的基本权利内容,是对宪法基本权利的具体实践。但同时它在立法与实践中所存在的问题又挑战着宪法基本权利。
The minimum living guarantee system in our country is based on the fundamental rights of the Constitution and supported by the basic rights of the Constitution, which also reflects the important basic rights in the Constitution and is the concrete practice of the fundamental rights of the Constitution. At the same time, however, the problems that it has in legislation and practice challenge the basic constitutional rights.
