穆超在旅顺师范学堂毕业后,先后在旅顺水师营等小学任教。为唤起旅大青年与日本帝国主义做斗争,穆超联合旅顺、大连部分学校的80余名爱国青年,于1929年3月在牧城驿成立秘密反日组织“裴斯达洛齐研究会”(又称旅大青年义勇会),他任会长。总会设在旅顺,大连、金州设分会。该会以“自由、平等、博爱”的口号反对日本在大连地区的殖民统治,号召群众不做亡国奴。
After graduating from Lushun Normal School, Mucha taught in elementary schools such as Lushun Navy Camp. Under the slogan of “freedom, equality, fraternity”, the anti-Japan colonial rule in the area of Dalian calls for the masses to refrain from slavish slavery.
