抗日战争时期,中国共产党在抗日根据地建立了各级抗日民主政权。在民族矛盾和阶级矛盾错综复杂的情况下如何执好政,关系到抗日民主政权乃至中华民族的生存与发展。中国共产党高度重视抗日民主政权中自身的执政能力建设,在民主执政方面进行了可贵的探索。坚持为人民执政、靠人民执政;建立了民主集中制指导下的权力约束机制和广泛的监督机制;制定了相应的法律、条例,优化民主执政的法制环境。
During the War of Resistance against Japanese Aggression, the Chinese Communist Party established the anti-Japanese democratic regime at all levels in the anti-Japanese base areas. How to be good at politics in the context of complex national conflicts and class contradictions has an impact on the survival and development of the anti-Japanese democratic regime and even the Chinese nation. The CPC attaches great importance to the construction of its own governing capability in the anti-Japanese democratic regime and has conducted valuable explorations in the area of democratic governance. Adhere to the people for power, relying on the people to govern; established a democratic centralism under the guidance of the power constraint mechanism and a wide range of oversight mechanisms; developed the corresponding laws and regulations, optimize the legal environment for democratic governance.
