在政府“公信力”建设被正式纳入国家治理范畴的宏观背景下,本文介绍了政府公信力内涵及评价标准,并试图以社会资本理论视角来分析政府公信力建设,认为应通过正式制度创新与非正式制度创新相统一,进一步拓展公民参与渠道,大力发展第三部门,重塑政府与公民的良好合作关系等途径构建社会资本,提高政府公信力。
Under the macroscopic background that the construction of government “credibility ” is formally incorporated into the category of state administration, this paper introduces the connotation and evaluation criteria of government credibility and tries to analyze the construction of government credibility from the perspective of social capital theory. It believes that through the formal system innovation and non- Formal institutional innovation and unification, to further expand the channels for citizen participation, vigorously develop the third sector, reshape the good cooperation between government and citizens and other means to build social capital and improve the government credibility.
