民兵预备役工作不光是舞枪弄炮,加强全民的国防教育,也是重要内容之一。为使国防教育扎扎实实地开展下去,应根据不同的教育对象,不同的要求,不同的重点,不同的单位,区分不同的层次,采取不同的教育方法。第一层次,各级干部。各级党政领导和机关工作人员,企事业单位的管理人员,他们是教育者,但首先是受教育者。他们担负着两项责任,即:不仅要接受国防教育有关内容的教育,而且还要教育广大人民群众,增强全民族的国防观念。所以,是教育的重点。
