11月4日,海峡两岸关系协会会长陈云林与海峡交流基金会董事长江丙坤在台北签署四项协议,内容涉及两岸空运、海运、邮件与两岸食品安全。其中,《海峡两岸海运协议》、《海峡两岸空运协议》、《海峡两岸邮政协议》的签署,将使两岸同胞渴望了30年之久的两岸直接通航、通邮变为现实,为两岸人员往来和经济合作开辟便捷的路径,从而增进两岸人民福祉,带动两岸关系发展进入新的阶段。协议双方一致同意开通两岸海运直航,实现两岸海上客货直接运输;建立两岸空中双向直达新航路和两岸空管部门直接交接程序,开办两岸货运包机,增加客运包机航点、班次,将两岸周末包机扩大为平日包机;开办两岸直接平常和挂号函件、小包、包裹、特快专递、邮政汇兑等业务,加强其他邮政业务合作。上述协议将于签署之日起40日内生效。

Both sides agreed to open direct seaborne cross-strait transport to achieve direct cross-strait transport of sea and passenger sea; direct cross-strait air routes across the Taiwan Strait and the two sides of the direct exchange of ATC procedures, the opening of cross-strait cargo charter flights, passenger charter flights to increase flights, Charter flights expanded to weekdays charter flights; the usual cross-Strait operations and registered correspondence, parcels, parcels, Speedpost, postal exchange and other business, to strengthen cooperation in other postal services. The above agreement will take effect within 40 days from the date of signature.
