公众安全,就是指涉及公众生命、健康和财产的安全。近年来,随着国民经济的日益增强和国民素质的不断提高,涉及公众安全的话题已越来越成为社会关注的焦点。火灾是一种危害人民群众生命财产安全的多发性灾害。如何引入市场化的风险防范机制,督促社会单位的经营者自觉加强消防安全管理,增强发生事故后妥善快速解决灾后赔偿的能力,成了近两年中国消防界与保险业共同探索与研究的课题。火灾公众责任保险,是以被保险人因火灾造成的对第三者的伤害所依法应付的赔偿责任为保险标的的保险。为了切实加强火灾防范和火灾风险管理,建立消防与保险良性互动机制,公安部和中国保监会决定在公众聚集场所和易燃易爆场所,开展火灾公众责任保险试点工作。上海是公安部和中国保监会确定的火灾公众责任保险六大试点地区之一。经过严密的调研论证和充分准备,酝酿多时的火灾公众责任保险终于揭开面纱,将在2007年年底浮出水面,开始在上海试行。火灾公共责任保险是保险参与平安建设的新事物,上海火灾公众责任保险的正式试行,是结合上海实际情况对建立消防与保险良性互动机制的一种探索,是在“政府推动,多方参与,齐抓共管,商业运作”的原则下,充分利用保险业的经济补偿和辅助社会管理功能,通过市场化的风险转移机制,用商业手段解决责任赔偿等问题的一种突破。它的推出,将根本改变由政府包揽救助和社会慈善救济的格局。
