Since the 16th CPC National Congress, a series of unambiguous and clear-cut measures pointed out by the Central Government not only prepares the most important political theories and ideas for the “Eleventh Five-year Plan”, but also prepares them with planning as the carrier to carry and regulate the party’s new ruling party Concept and the latest development concept. The Fifth Plenary Session of the 16th CPC Central Committee will make the scientific concept of development and a series of latest decisions on social development advance from the ideological level to the operational level.
