随着信息技术的发展和《政府采购法》、《招投标法》等相关法律法规的颁布实施,改变以人工操作为主的传统采购操作模式,实现政府采购网络化和电子化,既是推动政府采购快速有序健康发展的重要措施,又是深化政府采购制度改革、提高政府采购效率的方向所在。建立全国统一的电子化政府采购系统是我国政府采购必然的发展趋势,是加快政府采购改革的一项重要措施。
With the development of information technology and the promulgation and implementation of relevant laws and regulations such as the “Government Procurement Law” and “Bidding and Bidding Law”, the traditional procurement operation mode based on manual operation is changed to realize the network and electronicization of government procurement. The important measures for the rapid and orderly development of procurement are also the direction of deepening the reform of the government procurement system and improving the efficiency of government procurement. The establishment of a unified national electronic government procurement system is an inevitable trend of government procurement in our country and an important measure to speed up government procurement reform.
