“意见”(适用于对重要问题提出见解和处理办法)自2001年1月1日起正式作为国家行政机关公文,至今已有一年多了。据笔者对一些行政机关公文运作的考察和了解,感到在此期间,由于“意见”的使用,连带地对“报告”与“请示”的适用内容产生了相应的影响,而依据国务院《国家行政机关公文处理办法》(以下简称《办法》),对这些情况进行归纳分析,以保证公文使用的规范性,则是很有必要的。故提出以下几点看法,就正于公文写作界同仁。
