在胡耀邦同志代表党中央向十二大所作的报告中提出:“从1981年到本世纪末的20年,我国经济建设总的奋斗目标是,在不断提高经济效益的前提下,力争使全国工农业的年总产值翻两番,……”。这个总目标,既包括速度问题又有经济效益问题。我们林业调查规划工作,过去一段时间考虑属于“速度”性质的问题多一些,考虑经济效益方面的问题少。现介绍几篇黄中立先生的有关经济效益评价的论文和译文及有关的通讯函件,对我国今后进行这方面的研究和工作会有帮助。这里只是一个开端,并希望从此引起大家的兴趣将开展广泛的讨论和研究。

It is helpful for us to introduce some articles and translations about the economic benefits evaluation of Huang Zhongli and the corresponding correspondence letters to our country in the future in this aspect. This is just a beginning, and we hope that everyone’s interest will be explored and discussed extensively.
