1984年时,乡镇领导干部职数由原来的4——8名减少到4——5名,提高了乡镇机关办事效率,使农村经济稳定增长,人民生活水平不断提高。近年来,乡镇领导干部职数又相继增多,副乡级以上领导职数达6——10名。实行非领导干部职称评定后,又增加2——4名副乡级待遇干部,加上市县下派到乡镇挂职锻炼干部,出现了一个乡镇副乡级以上干部达9——15名的现状。有人认为:这种状况有利于解决乡镇干部的待遇,调动积极性。笔者认为:乡镇领导干部职数多的弊病较多。主要表现是:一、意见难集中,办事效率低。乡镇要开一次领导参加的会决策某件事都很难。下是人数到不齐,就是到会人员各持己见,难以形成决议,使之议而不决,办事效率低。二、工作人员减少,工作难以落实。总编制未增,领导干部职数增加,其它定编干部就需他人兼任,有妇女主任兼团委书记,民政兼财政等,有一人兼任武装、民
