公共交通企业存在亏损是国内外都普遍存在的事实 ,公交的公益性在某种程度决定了亏损的必然性 ,在现行的亏损补贴机制下 ,公交补贴已成为政府的一个严重财政负担。本文对现行的补贴机制进行了深入研究 ,并结合国外公交行业成功范例 ,提出了解决我国公交亏损问题的合理办法。
The existence of loss in public transport enterprises is a common fact both at home and abroad. The public welfare of public transport determines the inevitability of loss to a certain extent. Under the current deficit subsidy mechanism, public subsidy has become a serious financial burden on the government. This paper makes an in-depth study on the current subsidy mechanism and puts forward a reasonable solution to the problem of public transport loss in our country based on the successful examples of foreign public transport industry.
