笔者通过学习《公共组织理论》,掌握了组织、公共组织的基本内涵、特点、类型和构成要素等基本概念,在梳理以往零散知识的基础上,形成了自己的理论框架,并对相关理论提出自己独到的见解。因此就以分析公共部门人力资源管理的相关公共组织理论的形式,着重阐述自己对政府层面相关理论的理解。
