关于地质部门推行经济责任制的问题,作者曾从部门经济角度探讨了地质工作不同层次的投入产出特点及其所适用的经济责任制形式(见《中国地质》第二、三期),随着革命形势的发展,地质矿产部系统也在积极探索建立承包经济责任制的道路。各地搞试点承包的热情很高,一方面充分说明人们希望通过承包和扩权来释放经济潜力,但另一方面,现今各地的试点大多是在权益分配上搞“突破性”的尝试。着眼于分配方面的多,考虑改善经营管理方面较少;微观经济利益计算的多,而对宏观经济效益则权衡不够。看来现在很有必要对经济责任制的若干理论政策问题作进一步探讨,把可贵的改革热情引向持久和深入。
Regarding the implementation of the economic responsibility system in geology departments, the author has discussed the characteristics of input-output at different levels of geological work and the forms of economic responsibility applicable to them (see the second and third issues of China Geology) from the perspective of sectoral economy. With the development of the revolutionary situation, the system of the Ministry of Geology and Minerals is also actively exploring ways to establish a system of responsibility for contracting the economy. On the one hand, they fully demonstrate that people hope to release their economic potential through contracting and expansion of power. On the other hand, most of the pilot projects around the world are trying to make “breakthroughs” in the distribution of rights and interests. Focus on the distribution of more, consider improving the management less; micro-economic benefits calculated more, while the balance of macroeconomic benefits are not enough trade-offs. It seems very necessary at this moment to further explore some theoretical and policy issues concerning economic responsibility and to extend the precious enthusiasm for reform toward a long-lasting and in-depth development.
