温家宝总理在《政府工作报告》中强调,2011年作为“十二五”的开局之年,要加快推进经济结构战略性调整,推动经济尽快走上内生增长、创新驱动的轨道,并将其作为转变经济发展方式的主攻方向。这是根据国际国内经济发展的新形势做出的战略决策。
