我国卫生事业投入处于世界的低水平,发达国家卫生总费用占国民生产总值的7%~10%,而我国仅为3.8%。五六十年代我国医疗单位人员工资全由政府拨给,而近年来,财政拨款虽有增加,但相对比例逐年减少,1997年财政补助仅占人员工资的36.2%,也就是说,医院人员的工资集医院自我补偿的比例是在逐年增加。另一方面,我国医疗服务长期低于成本的收费制度以及医疗收费的“计划型”与医疗服务消耗用品的“市场型”的差距,使医疗服务亏损年年增大,全国医院财务决算反映:1997年医疗亏损已经达117.9亿元。
China’s investment in health care is at a low level in the world. The total health expenditure in developed countries accounts for 7% to 10% of the GNP, while China’s only 3.8%. In the 1950s and 1960s, wages of medical units in China were all allocated by the government. In recent years, although the financial allocations have increased, the relative proportion has decreased year by year. In 1997, the financial subsidies accounted for only 36.2% of the salaries of personnel, that is to say, the staff of hospitals. The proportion of self-compensation in wage collection hospitals is increasing year by year. On the other hand, the gap between the medical system’s long-term under-cost system and the “market-based” gap between medical charges and supplies for medical services has increased the loss of medical services year after year. The national hospital financial accounts reflect: In 1997, the medical loss reached 11.79 billion yuan.
