中西部地区需要摈弃传统发展思维,由只注重发展速度转向速度与质量效益兼顾,更加注重提质增效上来以生态环境的损害为代价,是传统经济发展模式的一个重要特征。我国率先发展起来的一些东部发达地区正在饱尝环境严重污染的苦果。那么,“先污染后治理”的老路能否避免?这是正在快速推进工业化、城镇化,实施“后发赶超,跨越发展”的中西部地区面临的一个严峻挑战。党的十八届三中全会提出要建立系统完整的生态文明制度体系,为中西部地区发展指明了方向,那就是必须改变旧有模式的路径依赖,对“先污后治”的老路说“不”。
