我国民航现有对国际航线的运力分配办法尚缺少一套适应社会主义市场经济要求的调控措施与办法。原有规定已不适应,新的规定(办法)尚未出台。澳大利亚国际航线的运力分配管理办法是公开、透明的,有一整套标准的完整程序;虽然澳大利亚国际航线的运力分配的管理属于政府行政行为的方式,但其立脚点是站在国家及其公众利益的高度来调控和服务于市场需求,体现了市场导向和用竞争的方法解决运力分配的需要。值得我们参考和借鉴。
